Barbara is serving as a technical specialist to the California Air Resources Board (ARB) Office of Climate Change. Barbara is working on the regulation and development of California's Cap and Trade program, and has been the lead technical staff on California's emerging sector-based REDD program. Barbara has worked for the ARB since 2008; prior to that, she served as an Applied Social Scientist for EDAW AECOM on the impacts of offshore oil and gas development on Alaska Native communities in Alaska. She holds an MEM from the Yale School of Forestry and an MA from Brandeis University Sustainable International Development program, and a BS in Economics from the University of Wisconsin Madison.
