About Anne's Work
I am a Senior Fellow at the Georgetown Climate Center and a consultant, spending most of my time helping the United Nations Development Programme (UNDP) implement a new ‘accountability mechanism’ that allows local communities to request investigations if UNDP projects are violating UNDP’s environmental and social standards and harming the communities (I am a ‘Compliance Officer’ for the mechanism). Additionally, I am drafting guidance for UNDP’s environmental and social standards (including human rights-related standards). Prior to my work with UNDP, I was a Senior Attorney at the Center for International Environmental Law in Washington DC, directing the International Financial Institutions and Biodiversity Programs. My work focused on environmental, social, and transparency standards for development and climate finance, accountability mechanisms, and the rights of local communities to participate in development-related decision-making processes. I have served on several advisory committees, including an external review panel established by the International Finance Corporation (IFC) of the World Bank to advise IFC on best practices related to addressing grievances from project affected communities, an advisory committee established by the Compliance Advisor Ombudsman (CAO) at the IFC to advise the CAO's contribution to IFC's social and environmental standards, and the U.S. National Advisory Committee for the North American Agreement on Environmental Cooperation, advising the U.S. Representative to the Commission for Environmental Cooperation (the U.S. EPA Administrator). I am on the board of Cool Ground, an NGO assisting pastoralists in Ethiopia. In my spare time, I am researching how environmental and social externalities could (and should) be addressed in the global financial system.
