About Neil's Work

Neil is a Professor Emeritus in the Department of Civil and Environmental Engineering at the University of Massachusetts Dartmouth. He continues to assist the state of New Hampshire develop and implement instream-flow policy. He is still involved with assessing the potential impacts due to climate change on water supply systems reliability. Neil's research interests continue to include developing better ways to estimate stream flow at ungauged locations in the northeast US. The US Geological Survey and several agencies have adopted his QPPQ Transform method in many states throughout the US. He is a member of the American Society of Civil Engineers.
